Network Maintenance Planned

All COIRS System Users: 

XO Communications has notified us they will be doing upgrades to their fiber network switches that support our system TONIGHT, Wednesday 07/17 starting at 23:00 and lasting approximately 1 hours. There may be periodic connectivity interruptions during time frame that will cause the consoles to lose connection and the system to go into site trunking. Dispatchers will need to be ready to use back up radios/walkies during this outage. Field units may receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups.

Network Maintenance Planned

OarNET has notified us they will be doing power upgrades to the network that supports our system on Tuesday 07/02 starting at 18:00. This work will last approximately 5 hours. There WILL be connectivity interruptions during this time frame that will cause the consoles to lose connection and the system to go into site trunking. Dispatchers will need to be ready to use back up radios/walkies during this outage. Field units may receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups. These interruptions may last more that 15 mins in duration.

There may be periodic connectivity interruptions during time frame that will cause the consoles to lose connection and the system to go into site trunking. Dispatchers will need to be ready to use back up radios/walkies during this outage. Field units may receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups.

Connectivity Restored

Crews have completed the patch to the severed fiber and connectivity for Worthington Dispatch and the Huntley Rd tower has been restored. 

Fishel Co will continue to work through the night to complete repairs. Short circuit interruptions may occur until work is finalized tomorrow.

SYSTEM OUTAGE ALERT

The DubLink fiber system was cut by a contractor working at Village Parkway and Tuller road this afternoon. There is large group of workers from Fishel on-site at the cut working to make repairs, but they anticipate this work could continue well into the evening.

 

This cut currently affects the consoles at Worthington PD and the link to the Huntley Road Tower - both of which are off line until the cut is repaired. Users can continue to stay on COIRS talk-groups as the Delaware sites along with the Hard Road and Avery Road sites are up an functional. Dispatchers at Worthington will need to use their back up control stations to communicate.

 

A notice will be sent when the work is complete.

January Governing Board Meeting

The Governing Board has announced that their January meeting has been postponed until Tuesday January 29th. The board will meet that day at 9am at Worthington Police Headquarters. The meeting agenda will be posted on January 22nd.

OARNet Maintenance

All COIRS System Users: 

OARnet has notified us they will be doing maintenance to the fiber network that support our system TOMORROW MORNING (11/28) starting at 04:00 and lasting approximately two hours. There will be connection outages during this time frame that will cause the consoles to lose connection and the system to go into site trunking. The outages could last longer than 16 minutes at a time and may occur several times. Dispatchers will need to use back up radios/walkies during these outages. Field units will receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups.

Site PMs This Week

During the week of October 15th, Mike Sabatino will be conducting annual preventive maintenance at the three sites in the Dub/Wor simulcast zone. Individual sites will be down during some of the work.

Tues 10/16 & Wed 10/17: Huntley Road

Thur 10/18: Hard Road

Fri 10/19: Avery Road

Users will only see diminished in-building coverage during the work. Any problems or concerns should be reported to Jay Somerville.

Law Enforcement Template Revisions

The COIRS Technical Committee is soliciting user input for a planned revision to the law enforcement radio templates used by Dublin, Worthington, Sharon and Perry. Users can view their current templates by CLICKING HERE. Revisions to be considered are adding/deleting talk-groups, rearranging talk-groups/zones, radio feature changes and other function changes.

All input should be forwarded to CT Paul Richmond via EMAIL. Below is the timeline that will be followed for this update:

• November 1st: Initial comments due
• November 15th: First revision posted for user comment
• December 1st: Final revision comments due
• January 1st: Final templates will be posted
• February 17-28: Radio programming for all LE Radios

Field units will receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups.

System Repairs Complete

At 14:40 today, technicians installed the replacement switch card at the master site and it brought the system back in full service. The two bad switch cards are being sent back to Motorola for repairs then will be returned to Delaware to be stored as spare cards. 

Although we do not anticipate another site trunking event, dispatchers are encouraged to have at least one back up radio set to a COIRS talk-group so should the system return to site trunking, they will notice immediately.

Site Trunking Update

Update: Motorola reports to us that they have just completed the programming and testing of the new equipment and are sending it out on a 1pm flight from Chicago. Once it arrives, it will be installed and the system brought back up to full service. B&C Techs will notify us when work is complete and we will send an update.

We are also working with Motorola to identify and obtain a complete back up unit to keep on site in Delaware. Since this particular switch is no longer manufactured (it is not a Motorola product), we want a full back up unit on site if at all possible.

Switch Failure Causes Site Trunking

Tonight, for the second time this week, the radio system master site experienced a problem that put both the Delaware and the Dub/Wor sides of the radio system into "Site Trunking".

Delaware County has been working closely with Motorola since the problem was first discovered. A data switch in the system, which has never experienced problems, had a card go bad, leaving a back up card to run the system. Tonight, the back up card also started showing errors and then went out of service as well. Motorola had already arranged for replacement parts to be sent and they are due at Port Columbus tonight at 11pm. They will immediately transport those parts to Delaware, program them and get them installed ASAP.

"Site Trunking" is a condition where the radio system becomes two separate trunked radio systems that operate independently. To the responders (walkie/mobile users), they only thing different is they see a "Site Trunking" indication letting them know they can't roam from one side of the system to the other to get wide area coverage. The biggest issue is with the connection to the dispatch consoles. The consoles cannot transmit or receive on the COIRS talk-groups, they can't receive emergency banners and they cannot receive push-to-talk ID. Dispatchers have to use back up radios (walkies or the mobile/control stations hooked into the consoles) to communicate.

Until the replacement parts are installed, the system will remain in site trunking. Dispatchers will need to use their back up radios to communicate with field units. All units should stay on their normal talk-groups. There is no need to move to other radio systems (MARCS or Columbus) unless additional problems arise. Even in site trunking, all three towers on the DUB/WOR side are working normally to provide the regular level of local radio coverage. We just lose those added features of roaming, emergency banners and PTT-ID.

Technicians from Motorola will notify all of the dispatch centers when the repairs are complete.

Site Trunking Event

Technicians have identified an issue with the Nortel Switch at Delaware Prime. Currently the system is working off the built in redundant card.

On Thursday 08/30 at 00:32 both the Delaware and Dub/Wor sides of the system wend into site trunking, however the dispatch consoles gave no indication to the dispatchers that they were disconnected.   

Motorola System Support opened a trouble case at 00:40 on the issue. It was determined the redundant card in the Nortel switch had failed.  Technicians rebooted the switch and had everything back on-line at 01:13. 

Total Console outage time was approximately 40 minutes.  Field units were not impacted by this outage other than not being able to contact a dispatcher until the communications centers switched to back up radios. 

A replacement for the primary Nortel card has been ordered as a priority. A full service message will be posted when the work is complete.

There will be and expected outage of 30 to 60 minutes during this time frame that will cause the consoles to lose connection and the system to go into site trunking. Dispatchers will need to use back up radios/walkies during this outage. Field units will receive the "SITE TRUNKING" notice on their radios, but can continue to operate on their normal talk-groups. 

A reminder notice will be sent to all users on Monday 07/30.
